Synopsis:

This paper discuss about how far has the vision of ‘Renaissance City Report’, a current cultural policy in Singapore, been realized since it launched in 2000. Following the transition of government’s intension to promote tripartite system, which includes public, private and people sectors, for arts and cultural development, this paper collects perceptions of present situation from different angles through the literature review focusing on the statements by politicians and cultural bureaucrats, and a case study of Singapore Biennale 2006. To make the transition happened smoothly to bring the current situation to next level, it also argues the effectiveness to bring more foreign talents into the context of arts and cultural development in Singapore.
